I was using the term “public library” as a well-understood concept of where unaffiliated members of the public can come in at will to check out books, not in the specific context of property type. I was not specifically referring to the public vs private dichotomy. See https://en.wikipedia.org/wiki/Public_library
 
This is opposed to the other concept I was talking about, a library that is owned by a specific entity (regardless of whether said owner is the government, a private individual, an organization, or anything else) that is only for the use of the owner, AKA a private library.
 
If the public can freely access and use it, it’s public. If the public cannot freely access and use it, it’s private. It’s not that complicated.

And you realize you stated by talking of it not being started as a “public library”, in that context it is saying private property, you can;t just go and change it after you already stated it.

Why wouldn’t be the town library, regardless of whether it was privately or publically owned? It a tree, a tree of all things, in the middle of town filled to the brim with books! What else could it be?
 
For that matter, there’s no mention of who lived there or took care of the books before Twilight showed up in Ponyville. They said that they arranged for her to stay at a library during the Summer Sun Celebration. Arranged with who? If it’s a public library (or one privately own by Celestia or something) there still should been a care taker. I don’t know about the rest of you, but I’d like to find out a bit more of the library’s history, especially since in Too Many Pinkies it was shown to have hidden storerooms and such.

Just because it was there doesn’t mean that it was in use by the public. It could have been a private library owned and used by the government, for example, and Celestia gave it to her for her residence after the Summer Sun Celebration.
 
All of said events were led by either Twilight or one of her friends. If the inside had been the location of a meeting led by say, Mayor Mare, then that’d be one thing, but not if Twilight or Rainbow were leading the meetings.

Given that it was there prior to Twilight’s residence, it was properly the town library. If not then Ponyville just has this tree that holds a lot of books in town for no reason. Twilight only moved in permanently at the end of the two parter. She was not planning on staying when she first arrived in Ponyville and was only going to stay for the duration of the Summer Sun Celebration. She even mentioned that that she could use the books there to research the Elements, thus the books, at least at first, are not her own. Also, whenever anyone in town needs a book, they go to Twilight. They also hold several public events, such as a book club and the meeting of all the Pegasi in Ponyville at the library.

Not once have we ever seen it referred to as a public library, nor have we ever seen ponies other than the Mane 6 and Spike walk in without being invited in (barring maybe episode 1, but Pinkie could have invited everyone in for the surprise party), nor have we see anyone ever check anything out.

Always kinda hated that part of the episode. The rest of the town was no better, but while Twilight does live at the Golden Oaks Library, it is supposed to be a public library and thus she cannot bar the Crusaders from entering, especially for something they did at a school activity that they library has no connection to. But then again they pretty much treat it as Twilight’s personal library, saying that their “her books”.
