The Destiny Plan is more or less a similar concept to what the book, “Brave New World” had portrayed.  
A world in which the government controls what you do for a living to fill economic and job roles in society. You get to do what you’re most suited for (even though you were genetically manipulated) and you’re left alone for the most part. However, you’re unable to spend time alone or be able to critically think. Those that refuse to do what they were born to do are exiled from society and called a, “savage”.
 
When your DNA is analyzed, they plan out your education and whatnot in order to prepare you for that field. If their analysis says that this person should be a doctor, they’ll be educated so they can be a doctor. This supposedly will bring happiness because people won’t have to struggle as much in life, as they will only do stuff they are naturally inclined to do. No hardship, everything you need comes easy to you.  
It could have saved so many English majors.  
However, there are also drawbacks to this. Say the plan says you are best suited to being a garbage man. You will be educated to be a garbage man, whether you like it or not. There won’t be any other career paths for you, since you’re fated to be a garbage man. It’s like the career chips from Futurama, or a cynical view of cutie marks (Dear Princess Gilestia…). These positions have to be filled by someone.  
And naturally, Coordinators (genetically modified humans) do benefit from this plan. Listen to all the parents in SEED talking about how they want their designer babies to turn out.  
“I want my child to be gifted in the same areas I am.”  
They can influence what the child will be gifted in. So if I saved up my money and made my child a coordinator, in theory I could make this child a high-earning, highly respected member of society. Even if the child wouldn’t be gifted in this field or that, simply by having a better body and mind it would place itself higher than Naturals in the same field.  
Wait, that makes it less “Space Commie” and more “Rich Space Bastards Rule Everything.”

But your body is still doing things that are contrary to society rules, and that is where determinism falls flat as an excuse to do illegal things. Because if there is no free will, it doesn’t even matter because we feel like we are in control, and in essence we are in control since we are just the sum of the matter making us up, and it is this sum that is us. We will still arrest people and have sex and kill people and save people. We will still feel empathy and anger. Nothing changes upon knowing we have no free will, because in the end it doesn’t matter.

Considering what I found, if what I found is determinism and it’s true, then we aren’t free, there is no free will. We aren’t responsible for our acts.
