The problem with the nightmare fuel tag, like all subjective tags, is based on opinions, and what is scary to (general) you, may not be for me. For example, none of those images you shared are scary to me!  
It is constantly miss-used like all subjective tags. Really no one at all is to say if any are ‘correct’ or not.

I feel that, given the general reaction, “nightmare fuel” isn’t a mistag… Scary things are subjective. Just because it doesn’t freak you out doesn’t mean it doesn’t freak out everyone else. At least 30 comments here out of 40 have indicated that it is. Most people think that it’s scary. You and I don’t, but a majority seem to think that it is… Shouldn’t it have the tag?
 
Or do you have a more concrete, objective definition of nightmare fuel? All of the following images have the tag…  
 
 
 
I don’t find any of these to be what I would call “nightmare fuel”, or even kind of scary. Would you say that they should have it?
 
Perhaps the nightmare fuel tag is simply overused?
 
I see from the tag changes that you’ve been fighting to keep that tag off of it… Doesn’t that also indicate that a lot of people think it’s scary? And think of how many people actually paid attention to that part where it said not to revert it because you were a mod. That probably discouraged at least one person…

Sorta like those late 90’s-early 00’s MVs I’ve ever watched.

Seriously, if you don’t like something, just hide the tag(s), this one has several you can just hide to never see it again. Don’t abuse the tags.
