It’d be difficult but not impossible, as long as you have a basic understanding of Boolean algebra and computer architecture to work from. The biggest hurdle would be practical: how do you make connectable logic gates using only Equestrian technology? Once you have that, it’s just a matter of building one piece at a time, going from ANDs, ORs, and NOTs to flip-flops, multiplexers, and adders, and finally to addressable memory, a rudimentary CPU, and an instruction set for stored programs. Even if you don’t currently know how to build any of those larger pieces, you should be able to figure it out with enough time, thanks to the relatively simple nature of Boolean logic.

And if he can’t, he can probably be their world’s version of Babbage/Turing if he applies himself hard enough.
