I don’t think starting from scratch is really going to help anything, art is gradual, you get a little better as you go on. His reasoning feels more like the result of comparing himself with another artist and then feeling inadequate.
I myself tried the “start from scratch” thing, it didn’t do anything. It just comes down to keep drawing <.> Plain and simple.
