Cider finds that his current skill level is not up to par with what he wants it to be. That the only way to get there is by starting from scratch so that he has the potential to rise to that challenge, instead of keep on going with what he has done since he views his work as “terrible.”

I don’t think starting from scratch is really going to help anything, art is gradual, you get a little better as you go on. His reasoning feels more like the result of comparing himself with another artist and then feeling inadequate.
 
I myself tried the “start from scratch” thing, it didn’t do anything. It just comes down to keep drawing <.> Plain and simple.
