How would you make new friends?

I suspect that one has to have a very active life and earn a good deal of social experience in order to acquire friendships. I wouldn’t advise trying too hard to find a way to make friends with anyone as it might simply be a small step closer to insanity. Just do your best in life and remember that not having everything you need doesn’t mean a tragedy.

That depends on the situation.  
I personally talk a lot and I tend to make small talk with strangers as well, if they seem nice that is. It gives me something to do in an otherwise utterly boring situation, like waiting at a bus stop. I acquired most of my friends through a badminton club, though. Used to practice twice per week for a few years; more when competitions were coming up.  
These people introduced me to their friends and we all became regulars at a local bar. Met other regulars, who are now friends of mine as well. Last but not least, old classmates and colleagues of mine take up a sizable portion of my circle of friends.
 
If you want my advice, join some kind of club. There are clubs for pretty much everything and you know that the people you meet there have at least one thing in common with you.
