They are both considered to be background ponies. They both even have tags for it in here.
 
Honestly, I used to dislike when any of the mane6 ponies were called background ponies and even tried to remove the tags since I thought them to be added in spite. I got a warning of tag vandalism for that.  
I have now completely given up and just go with the flow.

These tags are for these background pony memes (i don’t really see the point in them but whatever); if people want to filter these images, these tags need to exist.
