Is really want to climb up to rest?” It doesn’t seem to be asking what he wants to search, but rather, if he’d rather rest somewhere high or somewhere low.

“Horse-things raise them. Chiggins. Lay eggs. Good eggs. Think horse-things say like…uh…chick-uns? Chickens. Chickens!” With that, the skaven heads outside to make the climb. The knight could try trusting the stairs/ladders and meet Queek there from inside, or he could follow the rat outside and go up that way. He does have wings…

A couple times, he caught glimpses of Queek’s tail going by windows, but after a few floors, that is no longer the case. At least Harold’s got his back.
 
It takes a little time and some effort, but he arrives to a room with no more stairs. A rope dangles down. Earlier, it had looked like there’d been a bell atop the tower. Hmm.  
A ladder leads up to the platform beneath the bell.
 
Provided he ascends the ladder, he is greeted by the sight of bell, possibly corrupted by skaven after the capital fell. Ringing it would not be advised. Following the long rat tail draped from above the bell, one finds Queek, who gives a little wave down at Aramid. “Horse-thing take long. Can climb up here?”  
As the narrator for Queek, I’ll gladly ‘look the other way’ if one decides to grab that tail and ‘ring’ the rat.

“Hmm…yes-yes. Has probably had priests ‘n’ things up here. Uhh…don’t lick-lick anything, yes-yes?” The skaven’s tail wiggles a bit, further tantalizing to pull…  
Right, uh, the bell has had runes and such etched into it, though it doesn’t quite look complete. Someone will be coming back here to work on it, surely. “Looks almost finished. Come-come when ready,” Queek reaches his hand paws down for the knight if he doesn’t want to fly up above the bell, the tail still dangling down.

Queek pulls him up as best he can, the knight managing to get up there with the skaven. “Horse-thing use weird words. Bell is safe. No warpstone here yet, or spesh’l ringer. Queek would avoid ringing it, though, yes-yes?”
 
Above the bell are rafters that have been covered with wooden planks. It’s not exactly spacious, but there is room for one to remove armor or other layers and get somewhat comfortable. Atop the planks is a softer material that many skaven rogues have no doubt slept-upon. There are ‘pillows’ made up of old collections of feathers, no doubt from birds on the bell tower itself.
 
There are a few candles lying about. On a “table” made from an overturned milk crate are some whetstones. There are some bowls filled with water from rain to accommodate one using these stones.  
Interestingly, it looks as though some of the decorative shutters atop the tower can be peered out of. There’s some random materials lying about otherwise. Hmm.
 
Queek gets settled after helping the knight get himself up.

Keeping his comfortably-padded armor on, the knight reclines into a corner-space next to shutters facing the pathway that led them to this respite, watching for any passersby, but every once in a while however looks back at the sigils ingraved into the bell.

“Bell have clapper, but not skaven clapper. Queek not sure what happen if bell ring-ring now.”
 
The skaven removes his cuirass to reveal Queek’s padding is ramshackle, either gathered from foes slain or from articles of clothing; very inconsistent. Worse yet, it’s bound to his armor. This is set aside, notably by some leather stripping that could be used to repair the side straps. That is perhaps the reason the rat took it off, though I wouldn’t blame you for doubting its intelligence.
 
“Queek make sure no skaven come up for human. Uhh…Queek okay with fighting dragon…but not Seer,” it adds quietly, though is pretty easily heard in the small confined space. Funny that it’d fight a dragon but not a ‘Seer’.
 
The engravings seem perfectly, hatefully content to glare back at him from their places on the bell. It’s not hard to imagine a robed ratman scratching away at it intently with their engraving tools. As long as there’s not someone down there doing it right now…what if he’s not imagining it?

Queek looks at him, then the bell, then him again with confusion. “Uh…maybe bird-horse-thing more tired than Queek thought…maybe need some stuffs?” Queek digs a suspicious bottle out from under the milk crate and holds out to him. The label had been scratched-off… -_-
 
Harold meanwhile squeaks at the knight. Maybe he does need sleep, because it sounds concerned and confused.

“No, no-no no-no D: r-rat kin won’t hear to Queek.” It sounds more nervous than it did at the prospect of having to deal with a ‘Seer’. “Have to…sway council? Scare skaven. Queek scare skaven…get one Seer- use Screetch.” It rambles a bit, its whiskers twitching frantically. Evidently, using the bell isn’t a big hit with the large rodent.

“You said scaring… maybe, maybe if we allied the Emperor and the other teams along with this, we could intimidate your kind’s council through demonstrations of force, exerted against the inimical beasts and horrors dwelling throughout Imperia, with magnitudes emulating what happened with that dragon’s lair, enough to convince your kind to leave en mass through these bells, and without there being a conflict! Though, that may as well just frighten them into using the bells to attack… unless, that show of force appeared swift, and unstoppable enough, that they’d have no other option.(Dr. Strangelove and the Bomb)
 
He looks up and down at the engraved tocsin, his mind racing.
 
“…this, this puts even more impetus with attaining what I’m after in the old capital, though I’m not sure what to think, anymore. Queek, is there any way you can think of to otherwise convince those ‘seers’?”

“Rat-kin probably know what horse-things are after. Seers’ very powerful. Queek fight dragon fine- Queek nothing to Seer. Could maybe start with clan leaders- some of them sit on council. Egh…if smart, can show them Empire is big-strong now. But could invoke the wrath-fury of Eshin assassins…” He racks his head, “wish Queek were important-enough to be useful,” it cries out, going over ideas in its furred head. “Could…envoke fear-scare in clans, yes-yes. Hard, but…Queek do it, if can ‘multiply’ smells. Make clanrats scare-scared. Unruly. Then, just…” it sighs heavily, “maybe have missives delivered…” Queek holds its head in its handpaws, mostly coming up blank, and still disheartened over, what sounded like, being ‘too low on the totem pole’ to ‘be useful’.

“Don’t concern yourself much, now… neither of us are of the standings, or even shape to be debating on the matter anyways, out here,” Turns away and shouts. “and with a damned inquisitor eavesdropping, no less!”
 
He then slumps against a wall, looking back to the literal instrument of war suspended ~(lel~) before him, still pondering deeply. “…Well, if our unexpected guest isn’t about to attempt anything against us, the most I can say for now, is that we continue on as we were to the capital, when we can.”
