Flash is still and always will be a terrible character.
Even Hasbro gave up on him. He has no role, and could be declared dead without anyone noticing.
I mean, seriously. He only got 15-25 seconds of dialogue in the last movie.

The kind of characterization you’re talking about would require more focus on Flash than the light supporting role he has filled so far would allow. If he were a major character, rather than someone who mostly just rounds out the ensemble (just as Trixie and Vinyl do), that might be more of a problem.
Incidentally, I like the fact that Twilight would be interested in someone like him. People put her on such a ridiculously high pedestal that they think no ordinary person can “deserve” her or something, but a humble person is not bothered by such nonsense.
To your final statement, I say that I’ve always disputed the notion that Twilight is the show’s “main character.” That has never been the case for any other character in the My Little Pony franchise, and it wasn’t the initial intent with G4 either. Faust said she had envisioned the show to be an ensemble comedy of sorts, not just the Twilight Sparkle show. I think the story suffers by creating too much distinction between Twilight and her friends.

Flash is certainly shown to be around, doing things, but do they actually inform us of anything relating to his character? I would say, no. They inform us of character traits, but do little in establishing actual characterization. This is what I mean when I say that his characterization is poor.
Of course, by now the point is quite moot, since the movies have shifted him into a less pivotal role, to the point where he’s pretty much been relegated to the background (hence the point of the very image that we’re commenting on). So, there’s no longer any major reason to be concerned over him at all, one way or the other.
As for Twilight herself, I don’t subscribe to the notion that the writers are overly obsessed with her. That she tends to be more pivotal than most other characters is to be expected since she’s the main character of the story, so of course more things that happen are going to revolve around her. Whether or not people wish for something different will vary, of course, but I like Twilight myself, so I’m quite fine with it.

He’s a satellite character, he was invented that way with only purpose to circle around Twilight, so I’m not expecting any miracles at his development in the future.
I feel as though those who are zeroing in on the “emotional” aspect are a little off-base. Flash’s character has problems, with this I agree, but saying that it has everything to do with his range of emotions isn’t quite putting a finger on the crux of them. It’s entirely possible for a character to show plenty of emotion while still having poor characterization, and vice-versa.
The best way to sum up his problems, I feel, is that we barely see anything of him that doesn’t also have something to do with Twilight. In nearly every single action or line of dialogue he has, he’s either talking to Twilight, doing something for Twilight, or talking to somebody else about Twilight. Lending itself to good depth of characterization, this ain’t.
If the writer’s aim is to flesh him out more, then what we need is more scenes like his appearance in the “A Banner Day” short, having him do things that don’t involve fretting over our purple Equestrian princess. Until that happens, he’ll remain as little more than “that nice guy who plays guitar and spends a lot of time crushing on Twilight.”
