Personally I agree with you (I thought this would get taken down), but I’ve reported things that the mods decided wasn’t worth taking down. So I can’t claim to know exactly what their criteria is.
 
And at the same time, I could see the case for what Deserter said. Just because someone isn’t wearing a full set of clothing, doesn’t mean that an image of them is implicitly sexual. I’m know that some parents take completely innocent pics of their infants bathing, but those aren’t the sorts of images that the law is trying to target.
