Kinda, sorta. The spirit of the tag was to designate when people used characters that they didn’t own to say the things they want to say. I suspect it only applies to canon characters so that (if there’s some sort of tagging war over it, then) the mods don’t have to track down an OC and figure out if it’s reasonable for that OC to share some-such political view… So they just stick to the canon that most everyone on this site knows.
The description from Tumblr:

Seems to be criticizing Tumblr, particularly the whole Zamii thing when it mentioned pushing someone to suicide.

Actually it’s applied to OCs too, I checked to see if any was tagged OC along with it before I tagged this and it was
