so they can feel emotion but can’t feel hate. wouldn’t that make it something of a good guy?

Imagine a creature with every single emotion with the exception of hate removed from its body, encased in an indestructible armor that can go anywhere, do anything, and is equipped with the most dangerous weapons known in the galaxy. Now imagine that creature times several billion. That’s what you’re looking at here.
An army of at least a million Cybermen, supersoldier robots built like tanks and with no fear, marched onto Planet Earth for assimilation purposes and ran afoul of four Daleks.
The Daleks suffered no casualties. The Cybermen lost half their forces.
They’re pretty tough. :)
