Well, I think calling him a monster is excessive.
After all, a monster doesn´t care for anyone other than himself, and Discord does care for his friends (especially Fluttershy). He is also capable of showing remorse over his mistakes and begrudgingly accept responsibility for his actions.
At worst, he´s an arrogant manchild, but I wouldn´t call him a monster.
