Not really? Low level swarming is very common with Hunters, and a lot of decks in Arena. And even outside of that, this is a card you can use by turn four. Yes, the feet can’t be used, but it’s still a Consecrate for Rogues.

There are such things as coins, backstabs, prep, shadowstep, etc. tons of 0 mana activators in rogue. I probably did undervalue the activation of combo in my original post, but it’s still overpowered for 4mana.
This is also a class card and you need to activae the combo to get the summon. Most common mana cost to activate combo’s is 2 and at that point you are paying 6 mana for 2 to minions and a few 2/2’s which is barely worrth the effort. I’d rather have fan of knives of blade flurry at that point.
Consecrate is “Deal 2 damage to all enemies”, it costs 4 mana, and its a class card.
This card is a straight up better consecrate, you only need to kill one enemy for this to be really good value.
Deal 2 damage all enemies and summon a 2/2? Sure, I could possibly see that. summon one for every minion killed? Those better be 1/1s, or the cost be around 7-8ish.
It’s consecrate without the 2 damage to face at 4, making it weak by comparison. However, it got a powerful combo to make up for this weakness. But it is situational and easier to pull off in the late game, at which point many aggro decks would already have stalled…
I would probably not play it unless I’m up against pure cancer, at which point other classes would be more viable.
