Straight up on the level, amigo; the whole point of conditioner is to make hair softer and smoother, both of which make it easier to cut cleanly. My beard is like a freakin’ wire brush– I could strip the paint off a bookshelf with two day’s growth– but it shaves clean and close without flensing all the flesh off my face by using conditioner; I just use a store brand version of Pantene Pro V, and it works either putting it on first and shaving at the the end of a shower or putting it on immediately after a shower and letting it sit for a few minutes. No shaving cream needed, it does that job already. My wife confirms it also works on legs hella better than plain shaving cream.

Fun Fact™: Ordinary hair conditioner applied to your face (or whatever) and left to sit for a few minutes after you get out of a hot shower will give you the smoothest shave it is humanly possible to achieve.
