I believe Bill would honour his deal with Sunset. Just not in the way she is expecting.
While he would certainly manipulate the wording and meaning of the deal to his advantage, Bill has consistently honoured his end of the deal in each of the scenarios we’ve seen him in.
He did find the safe code, and was in the process of giving it Gideon when he was stopped.
He never promised to give Dipper the code to the Laptop, just that he would give him a hint. By destroying the laptop, Dipper found the clue to Macgucket Industries, and from that, additional information about the author.
Likewise, he promised Mabel that summer would last forever if she gave him the rift. When he started Weirdmageddon, one of his first acts was to the freeze the passage of time, shown by the clocks stopping, which would cause the summer to last forever.
So Sunset would wind up as a horse, and back with Twilight, but expect some very ironic, Twilight Zone style consequences to follow.

Still listening 7 years later. XD It helps that my absolute favorite kind of ship dynamic is one lover dying/being destroyed or imprisoned and the other having to take desperate/tragic action to save him/her…usually with the involvement of a nefarious entity. XD
He said he’d send her to them. Other than “horse”, he was nonspecific regarding the state she’d be in when he did.
