I think it’s much more meaningful given the fact that real animals don’t do it.
 
Equestria is a fictional world after all, which gives the artist the freedom to draw its inhabitants engaging in behaviors we wouldn’t see otherwise. This is his/her interpretation of how ponies show their emotions, and I find it simply wonderful when artists add that personal touch.
 
And, as ArrJaySketch said, it’s simply a parallel to an under-the-chin caress we humans resort to when things get, shall we say, intimate.

In Disney cartoons I’ve seen where tails are often used as the way a human might sensually caress another under the chin.
 
I understand that horses will hold their tails out (“flag” their tails) when they are particularly excited, but I don’t believe they communicate like Starlight is doing here.
