You sort of have a point. The hat is a lot higher, and it seems natural, so that we can see her face, the way a normal pony would wear it, but you can just barely see the base of her horn.
Also if you go off of the white mare, her horn is angled really high up, so the way they drew her, her horn is angled up rather than out.

yea but in that clip notice how her hat is slightly tilted forward to accommodate her horn on the top of her forehead yet in the artwork we see that her hat is not tilted foreword exposing most of her forehead but we don’t see the base of the horn nor do we see the horn pressing against the inside of her hat now look at the white mare’s horn placement on her forehead and compare to Trixie’s fore head and hat ether her horn is abnormally high on her head or she doesn’t have one.
