Yeah, this one was just an expression of exasperation on her part.
But you’d do it with an expression of anger or mockery. This is just weird.
Yet, it’s in alot of Japanese kid shows. Though, they allow alot of adult material in them. (I like it better when it’s subtle. Hence the “getting crap past the radar” trope.)

Well in Japan pulling down the eyelid of one eye is considered an insult comparable to the middle finger in the West, IIRC.
Its also easy to forget ponies have really big eyes :3
