That’s definitely better than “questionable” at least. The word “questionable” is always used for negative things, so it would be kinda insulting to such a nice, sweet moment between them.  
Although I would still change it to “safe” despite the Foalcon tag, if there wouldn’t be some white knights whose holy task it is to enforce the (in this regards rather silly) site rules come around the corner and change it again immediately.

I’m guessing maybe today happened to have alot of Pipluna haters online and they seen this as a target to do a massive organized downvoting of it.

That’s really cute. No idea why it gets so many downvotes, but that downvotes aren’t always rational is nothing knew anyway.  
I think I’m falling for this ship now. I like the imagination of Pip’s adoration for Luna evolving into something bigger.

I removed sleeping tag as both are awake, I also removed the safe tag and replaced it with questionable as this is a mare kissing a much younger colt while being in bed with him.
 
Derpibooru tag rules state that Foalcon can never have a safe tag as this is a contradiction in terms, so that is why i changed it from safe to questionable.
 
Foalcon: Short description:For images of underage characters, including Spike, in a sexual context.  
Loli/shotacon is banned. Does not belong on safe images.
