I have to refer you to The Sliding Scale of Anthropomorphism. Ponies are civilized–they have a society with a government, they build cities and homes for themselves, run farms and businesses, they fight wars, engage in politics, even have a vague sort of religion. By every possible measure you can come up with, they are people, doing things only people do. Yes, they walk on four legs, eat hay, use magic of varying kinds, and tend to be skittish and have herd-like mentalities, but that just makes them a different type of people.

They are animals. Yes they have personified characteristics that make them seem like people but they’re still animals to the core.
