They’re wearable badges. I’m pretty sure the only way to get them is paired with the toys, if you wanted to collect them.

I think it’s meant to be some sort of jetpack-type thing. Apparently the cloud part lights up and makes noises, so I’m assuming it’s the jetpack’s exhaust.
