They seem to be on an elastic band around the hoof
She’s probably the same age as Rarity, as she was a filly when Rarity was. (Cheerilee was in the play in Cutie Mark Chronicles.)
There’s a tone shift when you go from child in cute outfit to adult in cute outfit, I feel. It doesn’t help that there’s a short skirt involved.
