Yup. An easy way to remember is to shorten the sentence and replace whom with him and who with he, then determining which one makes more sense.
 
“Whom”…“shall be the new dragon lord”  
“Whom shall be the new dragon lord”  
“Him shall be the new dragon lord”
 
That doesn’t make sense. However, “He shall be the new dragon lord” makes sense, and “he” corresponds to “who”, so it should be “Who”…“shall be the new dragon lord”.
