I think we can usually assume that most unicorns just don’t have the raw magic power of Twilight/Starlight/Sunset/etc. The show focuses on Twilight and Starlight; the latter, though it’s never explicitly stated, seems to be one of the most powerful unicorns around. The vast majority of unicorns are Rarity-tier; they have magic that only pertains to their cutie mark, plus a smaller amount of more general magic. But when magic is your talent, as a number of more powerful unicorns seem to be, then you just have loads of magic power rather than refined, talent-based magic.
 
That’s what the show seems to imply, anyway. Starlight is the only Twilight-tier unicorn alive.

Actually if you look at the piece you’ll discover only Starlight is flying with unicorn magic. Twilight is an alicorn which is a mixture of the the three races. Sunset is using whatever residual magic the elements of harmony (or just the crown) seem to have given her. Either way it is a great piece of art.

The problem is that the whole comparison between the races wasn’t exactly planned or well thought out.
 
Now, I can see alicorns being the “master race” given that they’re extremely rare and basically the gods of Equestria, but unicorns don’t really have any weaknesses, and any of them can do pretty much anything if they focus and try hard enough. Most don’t though, and are content with basic telekinesis and other magic based on their talent, but some want to do much more. Thus ponies like Twilight, Starlight and Sunset.
 
The new season tried to change things a bit, with things like Sunburst being really weak with actual magic (but not the use and application of it, in which he was somehow better than four adult alicorns), but it’s too little too late.

They say ‘Unicorn master race’ because unicorns can potentially do what other races can, but other races can’t do what unicorns can.
 
Made worse from the fact that Canterlot, the city that houses the royal castle, has the best education institute and also home to the ruling elites, are populated by unicorns.
 
So yeah, unicorns being a gifted chosen race is somewhat given in canon.

What a beautiful piece of art.  
At the same time I can’t help but to feel a bit sad knowing that many people in this fandom will not acknowledge their special talents, magical power and years or learning and training. Instead they claim that all they do is just basic stuff available to all unicorns. Most generous ones can say that maybe these three can just learn spells a bit faster than other unicorns but that’s it. “Why would there be spell books if all unicorns can’t learn spells from them” they say.  
Waving their master race flags they compeltely forget the regular unicorns while treating these three as nothing special. What a sad fate.
