While Shining was still a cadet, he and Cadance had a bet that he could get his magic shield up before she could hit him with an arrow. It didn’t work out so well for him.
To be fair, it wasn’t arrows versus an at-the-ready shield.
It was arrows versus a shield he had yet to put up.
She just proved that if he didn’t have his shield already raised, he’d be too slow to react to an attack.
And any realistic Spartan (as opposed to fictional action-god ones) would likely have the same problem - the solution, of course, is for Spartans to be trained to keep their shield ready when they expect to be shot at.
