Unfortunate we are living in the world where people gets triggered over “suggestive covers on magazines being displayed in stores and exposed for “poor” children”, “little kids looking at wearing swimsuits people on the beach”, “release of Dead or Alive Volleyball in USA” , “disliking Ghostbusters 2016 = sexism” and other crap like that.

This picture is no different from something they’d see at a swimming pool or the beach on a regular basis. Heck, cartoons aimed at children often have more risque stuff than a girl in a bra, and let’s be honest, here, this bra is less risque than your average bikini top nowadays. Is it sexy, yeah. But is it safe? Absolutely. Teen Titans Go spending 2 minutes of shaking asses and farting at the screen is safe for kids (I don’t think so, but CN does), so a woman with cleavage in what is basically a bikini top (bra, but semantics) isn’t even questionable. Suggestive debatably.
 
Apologies for the rant. Also apologies to Lochlan if this came off as any type of bashing or criticism. It is not. You know I absolutely love this photo set and cosplay. I actually probably shouldn’t even be debating these things, TBH.

It should also be noted kids sometimes view this site, and the tags are, at the least, attempted to be set up so as to filter anything above “safe”, including risque imagery and the amount of blood necessary for 4Kids to edit out, at the least by Westerner’s definitions, ‘cause presumably most kids that have come for a quick visit are anonymous, using the unregistered default: “safe” only, no spoilers (pertaining to future projects), probably some other stuff.
 
It can be assumed ED also gets a moderate amount children in their traffic numbers, and older members of the family, and staffers. Their methods of family-friendliness is less complex: Forbid all risque and blood stuff. I’m fairly certain their articles are also devoid of cursing, as opposed to DB mods and admins whom are all sailors.
 
(Unless the image they’re commenting on is “safe”… Maybe; I dunno. XD )

I believe it is the context. Also, they are covered breasts. Bare breasts are usually only questionable if nothing else is present. Covered breasts without lower half seems logical to be considered safe, if covered by clothing (covered with hands/something other than clothing would be at minimum suggestive, borderline questionable)

There is many pictures with characters doing the same - simple standing, smiling with bra exposed.  
None of those is “safe”.
