Uh, no. There are plenty of ways I can think of Glimmer being in the movie
 
First) It is entirely possible for Glimmer to have been added into the show because of the movie, I’m not saying it is the case (I strongly doubt that personally)
 
Second) Meghan McCarthy took over for script duties in 2015 (Or late 2014 more likely) for the movie, and Starlight Glimmer was in the show from 2015, the scripts for the episodes are written a year in advance so Glimmer already existed in 2014. AND She could have existed even earlier than that due to discussions between all the writers before Season 5 was even being written.
 
Third) She could’ve been added in with a script rewrite. Preposterous you might say! The way it is animated is done relatively quickly these, they could have literally started animating it last year or late 2015, when Glimmer already existed.
 
Toon Boom is what its animated in and it is apparently even easier to animate with than Flash is.
 
I however suspect Glimmer will at least make a cameo appearance at the beginning or end of the movie, even if it is just to appear in the background ala Derpy.
 
I’m hopeful for her to have a speaking minor role in the story, because that is entirely possible.

I think it has to do with the fact this was confirmed and started work on about 4? years ago now. Glim Glam has only been in the main cast for not even a year yet. Unless they just threw her in for the cameo its too late to change the script to implement her character.

Look at Pinkie’s expression! It’s just so detailed with the eyelids! And those wings! Did they get bigger somehow? That’s a neat change! Duuuude, that shading! It’s just gorgeous to look at!

The Mane 6 were the first characters announced and confirmed for the movie.
 
But that was a long time ago, so I guess people just forgot?

Phew good to know. For a second I thought they wouldn’t be there, since there’s so many new characters in it…

Not the biggest fan of Starlight(don’t like her that much at all, really.), but I feel like she should have been part of this.
 
My expectations for this movie are incredibly low.  
Lower than they were for Rainbow Rocks(granted that movie blew me away and made me a fan of Sunset, and since the other movies have made me an even bigger fan, my expectations for RR were as low as dirt.)
