I don’t see it as uncanny at all. The mistakes you point out don’t really detract from the overall picture. And I think you’re all taking your opinions as facts. No offense.
yeah, this is actually an excellent example of uncanny valley. a subtle one where you have to really look at it to figure out what it is that’s wrong.

It just looks off and rather uncanny.
Look at the angle at which the nose and lips are compared to the rest of the head, for example. The nose and lips look as if Twilight was looking up-front, while the head indicates she’s tilting to the right.
The right eye also looks quite messed up, almost like it was much higher up and to the left than it should be.
All in all the artist just needs to practice their human anatomy some more. It’s at a point where I’d believe they did their studies and practices, but are still a long way to go from being “good.”
