Luna DID sign the letter…I understand that what the artist meant to imply here is that Luna’s acting during Eclipsed was because her sister forgot to teach her how she should behave before. (royal we etc.)

The letter is from Twilight, Celestia forgot to teach Luna how to make friends.
 
It is confusing because it looks like Luna is signing the letter.
