Discord finds him rather amusing. But yeah he is, but only really because instead of being a troublemaker, Chi prefers to sit alone in his room reading the entire day. He’s very much the child of Twilight in that field.  
However, he does also insult Discord quite a bit, often on how pathetic it is that the very entity of chaos managed to get his mind warped by ponies, of all creatures. Even then, Discord isn’t really disappointed, per say, just kind of upset that he isn’t as fun or as lovable as his older sister is, so they can never really do anything together.

But yes, Chi is….. very selfish. He hardly gives a crap about anyone else. His entire day revolves around him putting others down. Someone could pass him on the street and simply say hi to him and he probably would just say “kill yourself” and keep on walking.
