Which is kind of the point. Rose never fully understand humans. That was established as far back as “We Need to Talk”. Part of why she had Steven was so that at least part of her could actually experience what being human was like.
There’s method to the madness there.

Edit: Y’now when I think about it. Celestia doesn’t leave the people she protects to wallow in mediocrity or make them apathetic to any threats while she solves all their problems. Rose treats humans like children when you think about it.

Please, Celestia’s plans actually ARE well thought out and net positive results. Rose has literally done exactly ONE thing that turned out ok, and that was giving birth to Steven.
