They may be simply determined by toys lines, maybe Rarity “fashion sets” are kids favorite or something :)
It’s probably not too urgent, and I’d presume while his may be retconned by DHX one day, there are other backstories that may be more of a priority for the target audience. Though, that’s just a guess. I can only assume stories and episodes are determined by the central characters’ popularity among fans whom are younger than most of us. Which might explain why Rare gets so many fucking episodes, lel. XD
Why is it important who cared for him “more”? It’s not a race.
I think MLP:IDW #40 is how Hasbro decided to address this issue, telling us they both did their share of the work.

I’m sorry. I got carried away. I shouldn’t have started a fight over something so silly.
True. But also true is the fact that Spike has had to be just as responsible for Twilight, being her biggest form of support, actively keeping her centered, and cleaning/cooking/organizing for her. This is not a mother/child set of interactions. We’ve never seen Celestia interact with Spike in any such way apart from how an adult would interact with any child.
I would love for there to be a clear definition of their relationship, especially any beyond the “good friend and best assistant” role, but implied relationships can only be spread so far—like too little butter smeared across too much bread—especially since it’s been three seasons since Twilight hugged him, and Celestia’s wing hug at the start of this season was the first and only time we’ve seen her do that.
Not trying to start an Internet Fight, just pointing out the best available evidence.
It’s still very heavily implied, and we’ve seen Twilight taking care of Spike in the show. Even in the second episode of the show, where she takes him home and tucks him into bed, all with a very caring look on her face.
There is also MLP:FIM #40! But it’s too short :(
The problem with that is that the show has only shown Spike being hatched by Twilight, and then skips to him living with Twilight in S1. We still know almost nothing about the intermediate time.
Headcanon can still be fun, though, and it’s great when it results in such fun, cute pictures such as this!
