It seems a strange gift, but valuable stuff can usually be given as a gift in some way.  
Maybe they were waiting for rumors of the Mayor’s furniture wearing out, any furniture really (they just need an excuse, not something that legitimately needs all the wood), so they could come along and be all ‘We hear you were planning to get new furniture! Well, we just happened to have all this valuable wood lying around, and it might as well get used. Just remember how generous and helpful we are’

Again, this only serves to drive home the question: How exactly were Mr. and Mrs. “Not allowed to have talents outside of baking” supposed to have used that wood for a gift for the mayor? Was the wood itself the gift? Does the mayor have a woodworking cutie mark and this was their subtle jab at them to get out of politics and OBEY their mark?
