Yeah…Celestia might not know Twilight as well as she thinks she does. I know she wanted to avoid another Sunset, but I think she pushed Twi too far in the other direction, since even now in the show Twi still stresses out over pleasing her.

I can imagine it has the potential to cause a lot of damage which is why it is forbidden and twilight violated a rule by using it which technically makes her a criminal. Even more so she violated Celestia’s trust because Celestia gave twilight free access to it unlike other unicorns expecting the mare to be responsible.
