Very lovely piece. Dunno why haven’t faved it when it was uploaded for the first time and appeared in my watched since I hit “Daybreaker” tag just when very first images of her got uploaded here.  
Also, I hope I get to see a normal (and actually well-written and maybe even completed) AU one day where royal sisters switch roles and it doesn’t turn into another “Luna was always better than Celestia and could rule without her just fine” bullpoop. For now, we just have mostly fanart of Luna dealing with DB, as far as I can tell, heh.

This is one of those situations where you’re severely overthinking things.  
Without more info we can’t honestly say if what celestia did was justified or not, the show gave us very little to work from.
