Pretty certain she’ll make it halfway before her magic failed… And then she’ll be stuck with a saw in there which she’ll struggle to get out.

Blackjack is still not canon to Fallout Equestria.  
She is, however, canon to Fallout Equestria:Project Horizon.  
But that’s a separate story, written by a separate writer.
 
But without a confirmation from the author (such as a description found in a source, if this isn’t a derpibooru exclusive), and with an ooc-scene, no cutie-mark, and too long a horn, I’m not sold on this being Blackjack rather than an BJ-inspired OC (well, non-story-OC - BJ’s an OC in the sense that she’s not in the MLP show, but one with a (lengthy) story as her home, unlike Joe Smoe’s personal OC)

I swear, I have a fetish for the backbends that marsminer draws.

Okay, because that was what was confusing me.

First of all, BlackJack has much, much smaller horn.
 
Second, this scene isn’t in the actual FO:E PH story.
 
Bottom line, this isn’t cannon.

the question is could 1 cut halfway or all the way through their horn before the magic stops?

Look at the tags. It says ‘Fallout Equestria’ on it.
 
Odds are this poor pony went insane after killing one too many infected ponies, some of which were probably her friends and family and wanted to end the killings once and for all by cutting off her own horn so she won’t kill another infected pony.

all I can think of is “horn is too big” lol

I can just imagine her magic stopping when she’s halfway through and being unable to get the saw out.
