Well, what is there to say here, Spike seems to have no concept of personal space and Ember’s all like “Don’t touch me, you filthy casual”.

I don’t feel like this is the case. Remember dragons don’t do friendship, and hugs, so this concept of greeting is unusual to her but it’s a symbol of friendship where Spike comes from. So as his friend she respects that and allow him to hug her. Yes hugging is foreign to her so she not use to it, but it’s not so weird that its unbearable. Plus with her personality, she wouldn’t hesitate to tell him or force to stop, and with his personality and has her friend he would.
