I think the art book just states this style is used when Tempest explains her past. It doesn’t say it will happen at the beginning of the movie, just that we will probably get a flashback in this style somewhere in the movie.

My Little Pony - 1992 Edition

To anyone who read the book, what do you think of the original idea that Tempest would be called ‘Cosmos’ and would have been Celestia and Luna’s brother? Even if they didn’t use it for the movie, I really hope they do something with that idea in the show or comics.
