In fairness, unless the timeline is really messed up, Tempest lost her horn long before Twilight encountered it.

Reusing assets is common. Just look at the manticore.
I can’t remember if Boast Busters refereed to the Ursa as “The” or “a”. I kinda got the impression it was a species, but the design up there is the same.
