Honestly not sure, the proportions in that area in particular just seem borked somehow. If I was a competent artist I would probably be able to explain it, but I’m not so I can’t.
 
If you held a gun to my head then I would say that maybe the neck is just a touch too thin and maybe it’s too disconnected from her traps? You also drew her shoulders as smooth curves, where I would expect to see that curve broken where the shoulder meets the collarbone, so that the shoulder itself would be round, but then from the collar from the neckline it would either be straight or be a concave slope up to her neckline.
 
 
Did you have a specific refrence here? I might be able to say something more concrete if I can see where you’re pulling this from. If you didn’t have a specific refrence then try googling “Woman bust” and look at the image results. I would hope that you’re able to see what I’m talking about the lines from the shoulder to the collarbone to the neckline, if I didn’t explain it clearly enough.
