“Scales” are what Spike calls the ones covering his body. The big ones running over his head, back and tail he calls “spines”.

It’s generally understood that folks referring to Spike’s scales at referring to his “hair” scales
I think it’s like saying “I like your hair”, you know, Spike’s green head frill thingies. They call them scales in the show.
