Celly is fed up with Luna’s fiasco and problems, at least Celestia’s problems were imaginary since they were just in the Dream Realm.
I personally enjoyed A Royal Problem way more than that comic arc in which they switch roles but Luna is all Pinkie Pie-ish, I never got why they made her like that instead of following the established personality and character.
