Think of it this way; If a unicorn went and abducted an entire nursery of baby unicorns, raised them in seclusion to believe said Unicorn was the best thing ever and always looking out for them, and told them their magic was only for making laser blasts of death killing their entire lives, you’d have a pretty good parallel of what Chrysalis did.
Thorax calls it the Changeling Empire so make of that what you will.
She obviously recognises that she must honour her position as a leader, and deal with the responsibilities of caring for her people. But I suppose in her mind, a happy hive is a loyal hive, and a loyal hive is an obedient hive. It’s likely her ambition to have had her hive feed on the ponies of Equestria was merely a means to an end.

So she could use thier hunger as a carrot on a stick to use them to conquer nations for her own greed and lust for power, yes.
I still laugh at people who actually believe the mommy Chrysalis headcanon. With each new appearance it’s been shown that Chrysalis only saw the changelings as tools for her selfish desires.

As it goes on, it’s becoming more obvious that chrysalis abducted an entire nursery of her people and kept them stupid to not know their true potential.
