Trixie couldn’t restore Pinkie’s mouth because she didn’t have an amulet anymore.
Maybe it could be said that ‘the writers didn’t give a damn about it’ if her mouth wasn’t restored in the episode at all. But it was.

You know what I hate about this episode? Trixie receives forgiveness even though she never restores Pinkie’s mouth. That to me says that the writers, as well as the characters, didn’t give a damn about it.
 
That on its own is enough for me to place Magic Duel as worst episode on my personal list.
