Quite well put. With the exceptions of a handful who’ve had minor recurring roles over several episodes (it’s safe to say the mares of the flower trio are easily panicked, for instance), it’s probably best to think of the same background ponies as being almost different characters between each appearance. They’re a large but limited set of interchangeable faces created to fill crowd scenes and take one- or three-second roles too minor for full characters to take, not… well, not actual characters with stories and personalities and roles attached to their models. Some can certainly have consistent characters, but most never really have.

they probably don’t keep track of which background pony is seeing which, as who the background ponies are mostly comes down to what the storyboarder in question feels like putting there. Some storyboarders like putting certain ponies together for asthetics while others will just pick at random.
 
There may be a little bit of continuity for a season or so but eventually the storyboarder changes/forgets.
