So Panel one, Ice pours a drink.  
Panel two, Splash switches the drink with another after distracting him.  
Panel 3… I have no idea.
 
OH. He’s drinking from the glass, I thought he just had a very oddly drawn face. I could not see the glass at all for ages. So I guess Splash is reading to him what he just drank.
