Rumble and Zippoorwhill have no such problem despite having similar wings. So it’s fair to think she has a problem.
It doesn’t necessarily have to be like that. Realistically, with their wing size, Pegasi would never be able to get off the ground. most likely, magic aids them in flight, and as such, even tiny-winged pegasi like Bulk could fly if they have enough magic. So Scootaloo’s could be a magic-related deficiency. just severe enough to stop her from doing anything more then hovering but not to the point she would be unable to touch clouds.

You don’t see midgets grow into normal people or developmental disorders be overcome entirely.
I really don’t get that argument. So what if it’s been a while? Spike only just got his wings this season.

I think that is a slight difference between just staying in the air and actually flying
I like to think she is getting better at flying over time. Her saying that was mostly just out of frustration.
