Yeah. If you tag a message in a group chat with @everyone or @here you’ll ping everyone in the group the same way if you used it to specify someone’s name (such as @Paradox_Brony).
 
In just about every single time you see it get used it’s either outright spam or a something only 2 or 3 people out of the whole group would care about (yet everyone is dragged along for the ride anyway). So people have grown aggressively tired of getting yanked repeatedly to check their false-messages.
