The only thing they have in common is being children who have played the role of a villain. Bowser Jr. is far more capable than Cozy Glow as well as morally gray (unlike Cozy Glow who is pure evil from what we’ve seen).

Not sure I see it, but haven’t really indulged in many games with Bowser Jr. The mental image of Cozy wearing that bandana over her mouth is a cool one though.
